When I was a kid there was a guy nearby who kept falcons for "falconry". He would practice with them by attaching their ankle to a fishing line/pole to make sure they wouldn't get away. I think they were practicing on rabbits, not dear, though. I have to call fake on the video, also...that bird would be a threat to its owner.

Don't recognize the language.
Looks like a Golden Eagle.
Golden Eagles can take young small deer,
although as you can see,
the falconer risks serious injury to the bird.

Not all deer are as big as the white tails and mule deer you see in North America. Some deer species are rather small.
